The dataset documents no publishing or master ownership, no administration relationships, no territories and no effective dates. Zero verified rights interests is the correct figure, not a missing one. The 178 artist relationships that do exist are classified "artist association only", because a directory listing is what was observed; SPEC §10 forbids inferring ownership of an artist's discography from a publishing relationship.
Phase 3 work. Every displayed ownership claim must be supported by evidence or marked unverified (SPEC §24, Phase 3 acceptance criteria).
Tables that exist and are empty
These tables are created by the migrations with their full SPEC field set, their constraints and their foreign keys. They hold no rows. Building the connector that fills them is a data task, not a schema change.
